They look as though they lock onto some round component.
They open up as you push them onto the component, then
the round hole locks onto whatever it is.
The only round components showing in the main picture
attach the arms, both at the front and back.
Maybe something else fits into the slot.
Or maybe they are used to limit the possible adjustment on the chair.

Looks like they might control the position of the arms somehow?
