Two funny things:
1) "creeping flocks"? Great writing. I'm envisioning sheep crawling along,
down real low, like commandos sneaking through the jungle.
2) The victim thinks the city caused this problem. Probably not. Somebody
complained. She should've taken this to a judge and insisted on knowing who
complained. Naturally, this info would not be provided. That's when it's
time to tell the judge you're not paying any fines, and not changing your
yard. Then, you call a TV station, especially if you're in a small town
where reporters are starved for stories.

Actually, when the judge refuses to provide the info you request the
case be dismissed on Constitutional grounds (right to face your accuser).

actually, once the veggie police have been out there and seen the garden then they
become the complainant. it is BEST when going against ordinances like this to have
the neatest and most formal garden possible. an English cottage garden does look like
"weeds" at times. Ingrid
